TRANSPORTATION 2050: Reimagining Mobility is the product of our nearly five-year TMP2050 project. It is our master plan for moving Winnipeg’s transportation system forward. The plan is a comprehensive strategic document that outlines the methods and means to move our city and people into the future.

After nearly five years of researching, talking to Winnipeggers, and drafting strategies, we are now ready for you to view the final draft plan as part of TMP2050.

    Both what we heard during Phases 1& 2 public engagement and further technical analysis helped us refine our strategy into TRANSPORTATION 2050: Reimagined Mobility.

    TRANSPORTATON 2050 defines reimagined mobility as a transportation system where:

    • Half of trips are made using sustainable mobility options
    • Sustainable transportation is the most desirable option for everyday travel
    • An efficient network provides access and mobility to both people and goods
    • People of all ages and abilities to safely move around without experiencing death or serious injury


    To put reimagination into practice, the plan sets four targets:

    1. Economic prosperity: Goods can move efficiently by air, rail, and truck, ensuring support for economic growth
    2. Mode share: Winnipeggers make 50 percent of trips by walking, cycling, transit and ride sharing by 2050
    3. Road safety: Achieve a 20 percent reduction in fatal and serious injury collisions by 2026
    4. Accessibility and equity: The transportation system is designed and built to be accessible and affordable to all Winnipeggers


    To reach these targets, TRANSPORTATION 2050 provides a roadmap that will allow us to:

    • Prioritize maintaining existing infrastructure over building new infrastructure
    • Make strategic investments to move more people and goods using the roads we have
    • Support development of complete communities where people can access their daily needs within a short distance
    • And empower people to travel by their preferred mode


    Ultimately, we have developed a plan that could solve Winnipeg's biggest transportation problems and make transportation safe and efficient for all of us, regardless of how we move or where we are going.

    We have balanced priorities and needs to build a plan that will benefit pedestrians, cyclists, goods movement, emergency vehicles, and cars together.

    • And get a temperature check on whether reimagining mobility will deliver what Winnipeg needs from our transportation system

    Phase 2 stakeholder and public engagement for the Transportation Master Plan: 2050 has begun!

    We are excited to share the key directions and strategies TMP2050 is proposing, and the options and opportunities they create for achieving the City’s transportation vision. Your feedback and input will help us ensure the draft TMP2050 document reflects your values and priorities, and address key concerns that Winnipeggers have with the current transportation network.

    The directions and strategies that form the basis of our Phase 2 discussions were developed based on both what we heard in Phase 1 engagement and the outcomes of our five core technical studies. You can learn more and familiarize yourself with the topic prior to participating by reading the Key Directions & Strategies Booklet.

    From November 17-23, 2021, we will once again meet with the Neighbourhood Advisory Groups and special interest stakeholder groups, with whom we engaged in Phase 1.

    We are inviting Winnipeggers to learn more about the key directions and draft strategies at a telephone town hall, and to provide input through an online survey and at topic-based public workshops.

    Winnipeg’s Transportation Network 101: Telephone Town Hall

    Winnipeggers told us that safety, reliability, and environmental sustainability are the most important considerations for our transportation network. Join an interactive discussion to hear an overview of how we used that feedback and what our technical studies told us, then participate in a live Q&A on the city's vision for transportation, how transportation planning aligns with the targets set out by OurWinnipeg and the Climate Action Plan, and what we all need to do to help move the city in the right direction.

    We are hosting four distinct public workshops because the directions and strategies we are engaging on in Phase 2 are so comprehensive, each workshop will focus on one or two key directions and how their associated strategies would foster a transportation system that better supports quality of life and safe, efficient, connected, and barrier-free movement of people and goods.

    The Connected City: Building a transportation network that supports people, communities and growth

    This workshop will focus on the strategies, options, and opportunities related to two key directions: integrating land use and transportation and transforming and optimizing transportation corridors. Through an online presentation, live polls, and discussions, we will explore the concept of Complete Streets, as well as the relationship between transportation, development, and mobility for all people and modes. In talking about the proposed strategies, we will explore the central question: How do we design and build the network to help Winnipeggers get where they’re going, in a way that makes sense for them, their lifestyle, and their destination? and also discuss how we could use roadways more efficiently to move more people and goods using the same amount of space.

    The Safe & Sustainable City: Supporting transportation equity

    This workshop will focus on the strategies, options, and opportunities related to providing safe and sustainable mobility options for all. Through an online presentation, live polls, and discussions, we will explore how the City can make it easier for all Winnipeggers to move around. In talking about the proposed strategies, we will explore the central question: How do we remove barriers to transportation? and also discuss how a network that better supports mode choice could improve mobility for underserved Winnipeggers.

    The Reliable City: Revitalizing the road and bridge network

    This workshop will focus on the strategies, options, and opportunities related to revitalizing the road network and bridges. Through an online presentation, live polls, and discussions, we will explore how the City can improve, enhance, and build the network for longevity and a high level of service. In talking about the proposed strategies, we will explore the central question: How do we revitalize our road network and bridges to ensure infrastructure both supports growth and will serve Winnipeg well into the future? and will also discuss the proposed approach to future network growth.

    The Active City: Updating the Pedestrian & Cycling Strategies

    This workshop will focus on the strategies, options, and opportunities related to enhancing active transportation opportunities. Through an online presentation, live polls, and discussions, we will explore the proposed update to the award-winning Pedestrian and Cycling Strategies and talk about how we can better support active mobility. In talking about the proposed strategies, we will explore the central question: How do we ensure long-term planning focuses on environmental sustainability and the need to shift away from our collective reliance on cars?

    Thank you to everyone who took time to share feedback during Phase 1 of the Transportation Master Plan: 2050.

    You helped the project team understand how Winnipeggers view the city’s transportation network, as well as how they use it, where they are challenged, and in what broad areas they would like to see improvements.

    The results of Phase 1 engagement are now available in a public engagement summary and public engagement report. Appendices are available in the Documents sectionof the webpage.

    This feedback is critical to helping us understand the current state of the transportation network, as well as how to plan for a transportation system that is sustainable, equitable, and most of all, serves the people of Winnipeg.

    Most notably, Phase 1 told us:

    • What Winnipeggers value most and where we have common ground
    • What motivates our transportation choices
    • What we are most concerned about

    Top Values:

    • Safety
    • Reliability

    Current use:

    • By car (driver or passenger) - 83% of Winnipeggers use always/often
    • On foot (or with mobility device) – 24% of Winnipeggers use always/often
    • By bus (including Winnipeg Transit Plus) – 11% of Winnipeggers use always/often
    • By bike – 6% of Winnipeggers use always/often

    Barriers:

    • Transportation network maintenance
    • Safety outside a vehicle
    • Efficient use of time

    A comprehensive explanation of results is available in the public engagement summary and public engagement report. These are the ‘what we heard’ reports. The ‘what we did with what we heard’ sections will be provided in Phase 2.

    This input, combined with findings from the technical process, is being used to create options and opportunities. The Current State Report and summary focuses on contextualizing the four key components of the city’s transportation network components as well as the outside factors that most influence how Winnipeggers use the network. It primarily looks at: roadways, goods movement, active transportation and transit. It also touches on emerging technologies and future spatial requirements for all roadway users.

    Phase 2 public engagement is planned to launch in fall 2021. The project team will share strategies to reach Winnipeg’s long-term vision for transportation and your feedback will help us answer the question: How do we get where we’re going?

    Thank you to everyone who has taken time to provide feedback! In Phase 1 (November 10 to December 11, 2020) we heard a lot of important feedback; receiving 767 online surveys; 414 pins on the online map; three completed discussion kits; heard from 157 Winnipeggers through 18 virtual meetings with our Neighbourhood Advisory Groups and Interest Specific Advisory Groups and talked with 60 participants at our online panel and discussion events.

    This winter, the project team will review and a summary of the engagement process will be posted online. Phase 2 public engagement will start in Spring 2021 to gather feedback on strategies, tradeoffs, and evaluation of success.

    We want you to help us shape the future of Winnipeg’s transportation network!

    Public engagement on Transportation Master Plan 2050 (TMP2050) is now underway.

    Our public engagement goals for this project are to:

    • Gather Winnipeggers’ opinions, perceptions, experiences and desires for the City’s transportation network.
    • Use this information to help identify the current state and future goals of transportation in Winnipeg.
    • Communicate how public input was used to help shape TMP2050.
    • Help Winnipeggers understand the resulting strategies within TMP2050. Ensure Winnipeggers recognize the need to balance the needs of many types of road users.

    In Phase 1, we want to share how OurWinnipeg and the Climate Action Plan set the direction for transportation planning, and what other City strategies and policies have told us so far. We also want to learn more about how Winnipeggers use the transportation network and what they value to understand how transportation could support a better quality of life for residents.

    We’re asking Winnipeggers to provide input across a number of platforms. Engagement opportunities include:

    Neighbourhood Advisory Group applications are now closed. We received more than 120 applications from all over Winnipeg. We will reach out to applicants directly with more information about the upcoming meetings. Thank you for your enthusiastic response and willingness to participate in the advisory groups to discuss neighbourhood transportation themes.

    The first round of Neighbourhood Advisory Group meetings will occur November 2-10, 2020. We look forward to meeting with representatives from all over the City.

    Phase 1 engagement will begin in November. But, before we start, we’re reaching out to stakeholders and neighborhoods to form advisory groups that will give us critical insight into transportation from specific perspectives.

    As TMP2050 moves forward, we’ll make important decisions that affect both Winnipeg as a whole and specific neighbourhoods. And we want to ensure that each area of the city is heard and kept informed. That’s where you come in - Apply to join one of our five neighborhood advisory groups!
